Income Tax Withholding in San Diego, California

California's law requires employers to withhold state personal income tax (PIT) from their employees' wages and remit the amounts withheld to the Employment Development Department.  Persons in business for themselves (independent contractors) are not employees and generally not subject to withholding.  We suggest that you learn the differentiation between independent contractors and employees so that you reduce your company liability. 

Temporary Disability Insurance:  California State Disability Insurance (SDI):

The EDD has established a worker-funded disability program called State Disability Insurance (SDI).  Nearly every employee has a small percentage of their payroll deducted and paid into this fund.  If you have a work related disability, are unable to work because of this disability, and have paid into the fund, you may be eligible for monetary benefits.  This can also include replacing income from lost work due to pregnancy, care for a new child, or time off to care for a sick relative.  

California  Minimum Wage: 

There was no California minimum wage increase in 2009. The last minimum wage increases were as follows:
from $7.50 to $8.00 on January 1, 2008
from $6.75 to $7.50 on January 1, 2007

Employees who are exempt from the minimum wage include:  
  •  
    • Outside salespersons;
    • Executive, administrative, or professional employees;
    • State licensed or certified professionals, including accountants, architects, doctors, lawyers, dentists, doctors, engineers, optometrists, and teachers.

2009 Payroll Tax Responsibilities: 

These Payroll Taxes are Contributed by the Employee:
The Employer is responsible to withhold these taxes from the Employee, and pay these to the proper agency on behalf of the Employee.
Social Security 6.2% of gross pay – 2009 wage base of $106,800
Medicare 1.45% of gross pay – no wage base
Federal Withholding Based upon W-4 filing status
State Withholding Based upon W-4and State filing status
CA disability 1.1% of gross pay- limit is $90,699

These Payroll Taxes are Paid by the Employer:
Social Security 6.2% of gross pay – 2009 wage base of $106,800
Medicare 1.45% of gross pay – no wage base
Federal Unemployment         .8% on first $7,000 earned by each worker annually  
($56 per employee/year)
State Unemployment  California New Business rate is 3.4% 
Tax is paid on first $7,000 earned by each worker annually 
ETT Empymt Training Tax .1% on first $7,000 earned by each worker annually
